Description
Since 2003, UNIFEM Afghanistan has been implementing a program to develop the capacity of the Ministry of Women's Affairs (MOWA) on gender mainstreaming. Through a project called "Support to Ministry of Women's Affairs" an Institutional Capacity Building (ICB) Team has been assigned to MOWA to work with the Planning Department and the Offices of the Minister and Technical Deputy Minister in leading the process of gender mainstreaming in government.
The past 4 years of UNIFEM ICB Team's work immensely contributed to the strategic positioning of gender in the major policy frameworks of the country. Currently, gender equality and non-discrimination are enshrined in the Constitution and are being implemented through the high level benchmark on gender of the Afghanistan Compact and the Afghanistan National Development Strategy (ANDS). Among others, the said benchmark calls for the full implementation of the National Action Plan for the Women of Afghanistan (NAPWA), a plan of action with a ten-year timeframe that ensures continuity and consistency of Government's efforts to protect women's rights in Afghan society. It is the major vehicle of government for institutionalizing a more coherent and comprehensive strategy to advance the status of women in Afghanistan. NAPWA, which was developed through two years of massive consultations with ministries, NGOs and international stakeholders at the national and regional levels, has been conceptualized and facilitated by MOWA Planning Department with close guidance and technical assistance of UNIFEM ICB Team.
The ANDS and Afghan Compact have been framed with gender as a cross cutting theme. This means that in addition to implementing the 8 gender specific benchmarks, gender perspective has to be mainstreamed in the implementation of all other benchmarks of ANDS and the Afghan Compact. UNIFEM's ICB Team has been in the forefront of enabling MOWA to promote and monitor the mainstreaming of gender in those benchmarks by working with various ANDS Working Groups and Consultative Groups, preparing gender mainstreaming policies and tools, conducting gender trainings, and participating in multi-stakeholder discussions, among others. Likewise, the Team assisted MOWA in conceptualizing a macro operational strategy on gender mainstreaming whose components include establishing and building capacities of gender working groups in government ministries, institutionalizing capacities for gender sensitive statistics, mobilizing support from NGOs, women in government and selected civil society sectors, and piloting the implementation of high impact projects with key ministries.
Within this context, fresh expectations and demands from both MOWA and UNIFEM emerged, particularly in terms of gender mainstreaming interventions and related capacities. MOWA has to lead, build capacities, and provide technical assistance to ministries in implementing NAPWA, while developing robust support base for gender mainstreaming, both inside and outside of government. It also has to build and manage inter-ministerial processes to coordinate and monitor the implementation of NAPWA. Furthermore, it has to constantly advocate for the implementation of gender benchmarks in the ANDS and Afghan Compact and to enable various working groups and Consultative Groups of ANDS to mainstream gender in the implementation of all benchmarks.

Responsibilities

The post holder's role is pivotal in enabling MOWA to continue leading government in gender mainstreaming and building upon the gains of the past four years.  Primarily, s/he will serve as Leader of the UNIFEM Institutional Capacity Building Team in the Ministry of Women's Affairs and will direct and facilitate all actions related to the implementation of NAPWA.  S/he will also support MOWA in ensuring the attainment of gender sensitive benchmarks and in promoting the overall mainstreaming of gender in ANDS.   As such, s/he will perform a variety of high profile management and technical functions to realize the objectives of UNIFEM's Support to Ministry of Women's Affairs Project. Specifically, the post holder's responsibilities and functions are:

a) Guide MOWA in conceptualizing, implementing, monitoring, and coordinating  its  strategy to implement NAPWA, particularly in the following areas:

  • Guiding ministries in developing project proposals and NAPWA implementation plans;
  • Monitoring and addressing bottlenecks to NAPWA implementation, conducting inter-ministerial coordination and monitoring meetings and preparing government reports on gender mainstreaming;
  • Facilitating the assessment of strengths and weaknesses of existing gender mainstreaming mechanisms in ministries (i.e., focal points, gender units, women's representatives) and providing recommendations on how they could be harmonized and strengthened;
  • Clarifying the concept and facilitating the establishing of gender working groups in ministries, developing operational guidelines, facilitating coordination among them and linking them with resources and capacity building opportunities to enhance their performance; and
  • Facilitating the establishing of enabling mechanisms for NAPWA implementation, including data base, and gender facility fund. 

b) Capacitate and assist MOWA officials and staff in implementing the gender benchmarks and in promoting and monitoring gender mainstreaming in ANDS:

  • Develop strategies, guidelines, tools and technical and policy papers on gender mainstreaming for the use of ANDS Working Groups, Consultative Groups and Joint Coordination and Monitoring Body;
  • Provide substantive guidance to MOWA International Unit in preparing  meeting agenda and periodic reports of the Working Group on Gender, Cross Cutting Consultative Group on Gender, and MOWA ANDS Secretariat;
  • Lead in designing, organizing and conducting briefing sessions and mainstreaming workshops for members of ANDS Working Groups and MOWA officials;
  • Oversee  the work of other UNIFEM professionals who may be contracted to assist in mainstreaming gender in the ANDS;
  • Represent UNIFEM in relevant ANDS meetings; and
    Assist MOWA officials and staff in articulating policy positions and gender mainstreaming recommendations in ANDS processes.

c) Provide direction and leadership to the UNIFEM Institutional Capacity Building Team in conceptualizing, implementing and monitoring its institutional capacity building interventions to the Ministry of Women's Affairs, by:

  • Designing UNIFEM's institutional capacity building strategy and mobilizing support for its implementation;
  • Coaching, supervising and evaluating the performance of team members;
  • Leading the Team in developing, implementing and monitoring its short and long term plans including mentoring, coaching, technical backstopping, and supervision to its members;
  • Documenting and reporting project performance;  and
  • Overseeing and preparing reports on project performance and the expenditure of project funds.
  • The post holder will oversee and/or undertake routine duties such as contribution to reports and newsletters, organizing seminars/conference, representing MOWA/UNIFEM in national and international events and making presentations, networking, liaising with and consulting national and international partners and other duties requested by MOWA/UNIFEM jointly.

Requirements

Technical Expertise

Work Experience
Minimum of ten years experience in holding managerial position in a women's machinery or gender organization; in leading gender mainstreaming at the macro level involving multiple institutions and actors including dealings with government and other senior officials, NGOs and civil society organizations

Academic Background
Graduate degree ( Masters or above) in gender sutdies, social sciences, development studies or related field
