UNIFEM’s regional office for CIS, based in Almaty, serves 12 countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

Responsibilities

Within this context, the Regional Gender and Governance Adviser will report to the Regional Programme Director and the Chief Technical Advisor in Almaty, Kazakhstan with close technical advice provided by the Geographical Section and the Governance, Peace and Security Adviser in New York and will undertake the following duties and responsibilities in support of the regional goals:

1. Provide substantive conceptual, policy and operational inputs and support to regional and national project design and implementation under the Governance programming. Particular focus will be given to:

a. the work being carried out in the Southern Caucasus to strengthen capacity of sustainable national gender equality mechanisms in Armenia, Azerbaijan and Georgia to actively monitor and support government commitments to women’s human rights, conflict resolution and peace building;

b. the work carried out in Ferghana Valley on Early Warning indicators and the linkages with UNDP programming and

c. the work being developed around the implementation of Gender Equality Legislation in the frame of the partnership of UNDP and UNIFEM on a three years project in the CEE/CIS region.

2. Provide guidance and support to UNIFEM national and regional programme and project staff and partners on governance issues in general and by strategically linking to the work being done on CEDAW, MDGs, PRSPs, BPFA and SC 1325

3. Build strategic partnerships with a view to project implementation and additional resource mobilization by identifying opportunities, key entry points, partners and approaches for mainstreaming gender issues in governance by liaising – in close consultation with Headquarters and the RPDs - with other UN entities, European intergovernmental organizations (OSCE, EU, Council of Europe), donors, contributing to the UN Reform frameworks (UNDAF, CCA) and comprehensive exercises such as CAP (Consolidated Appeals Process) and supporting the UN/RC system by working within the UN Country Team (UNCT).

4. Identify, analyze and synthesize lessons learned and best practices from individual country experiences and ensure linkages to the regional strategy; Support UNIFEM Programme and project staff regarding project monitoring and evaluation, targeting ongoing or recently completed project interventions in programme countries/territories

5. Act as resource person on governance and gender issues for UNIFEM in the region, including at events supported by external partners;

6. Undertake other duties as required within the framework of the Programme.

Requirements

Technical Expertise

Strong analytical, writing and communication skills.

Work Experience
A minimum of 5 years of practical experience with increasing responsibility in the field of gender and governance issues, and/or gender and women in development, and/or international law and human right.

Academic Background
Post graduate degree in international law, governance, international relations, or gender development studies. Preference will be given to candidates with a legal background.

Competencies

Familiarity with Commonwealth of Independent States (CIS) and work experience in the region.


Experience in gender work, initiative and sound judgment, dedication to the UN principles and demonstrated ability to work harmoniously with persons of different nationalities and cultural background; ability to work under conditions of extreme pressure and difficult living conditions.

Practical experience in human resource management and demonstrated ability to motivate staff and work in a team.

 

Languages Required: Fluency in English and working knowledge of Russian.
